Who Operates
The QLINE

The QLINE began as M-1 RAIL, a non-profit organization formed in 2007 to lead the design, construction, and operation of a 3.3-mile circulating streetcar along Woodward Avenue between Congress Street and West Grand Boulevard in Detroit, Michigan.

M-1 RAIL is the first major transit project led and funded by both private businesses and philanthropic organizations, in partnership with local governments, the State of Michigan, and the U.S. Department of Transportation. M-1 RAIL construction resulted in over $230 million in rail and other infrastructure on Woodward Avenue. Economic development as a result of M-1 RAIL has been estimated at $8.1 billion dollars.

Today, M-1 RAIL is the operator and managing organization behind the QLINE. Our team of transportation experts, operators, and service people is dedicated to providing the best possible experience for each and every rider.

Chief Executive Officer

Matthew P. Cullen is the Chairman of JACK Entertainment, the Cleveland-based gaming company which employs more than 1,400 team members and generates $500 million in annual revenues. Cullen has served as the President and CEO of the M-1 RAIL Streetcar initiative since its inception in 2017.

President

Lisa Nuszkowski was appointed President of M-1 RAIL in January 2021 and oversaw the QLINE's return to service later that year. She was previously the founder and executive director of MoGo, metro Detroit’s nonprofit bike share system, which serves the city of Detroit and five suburban communities.

With more than 15 years in operations, training and management, Rachel’s career has been dedicated to making transit services run better. She joined M-1 RAIL as general manager in September 2021 and helped transition the system to a locally managed team.
